I am sorry to hear that u have to go through this. What I believe is that it's time that you stood up for yourself. If he left u for somebody else then there is no excuse in bothering u now. If u find it difficult to let go off him just think of the heartbreak u had to go through when he stayed and gave u a hard time. I suggest that u wish him good luck and move forward with your life.

people here are right you should block this person. one can be friends after breakup only if there are no emotions left for the other but initially you must stay away once you are moved on ask if the person would be comfortable with friendship but only with consent of your present partner.
