It's very clear he doesn't want to be with you and doesn't want to leave you as well since your available for him all the time. The ultimate decision should be yours and you should move on. Unless, he changes his mind

That is really a very long time, I am sure you must be really disturbed by this. It's a wise decision to move on from such a relationship but it is going to take time. You will have to let go of this person. You will have flashbacks, but you will have to stay determined that you don't want to be where you are not wanted. Give yourself some time to come out of this. Clearly talk to him, say good bye and get closure.
